That "diners can ask to have the charge removed" may not be so easy and asking to have it removed
may overtly identify the customer as less desired clientele. Obviously (IMO), businesses now prefer to add fees
instead of raising prices directly because they will lose customers. But this hints that continuing customers
can't do the math about their real costs.
