Somehow, floating city islands doesn't seem to have much longevity,
considering difficulty of serious maintenance, new construction,
and inter-island mobility.

LARGE cruise ships, anchored and with floating roads, might be the easier
"prototype to deem suitability of floating cities for crowded coastal communities".
And cruise ship islands can be rearranged like a chessboard (or whatever).

Perhaps, a combination of cruise ships and functional city islands
makes the best prototype (and is faster to construct).
