Dr. Sadler's study of "a civilized nation suddenly becoming war-mad and so unbelievably atrocious".
Obviously, Dr. Sadler is searching for explanations and does not start his study with Eugenics thesis.
Incidentally, that a majority of the world's humans are now participating in genetic modification (mRNA vaccines*) cautions us to be more circumspect about anti-eugenics perspective. After all, the UB refers to procreation management to upstep the human races - not genetic modification (albeit this mRNA is not race-based modification).

About dates relating to UB Parts I-III ...
Part I "These thirty-one papers depicting the nature of Deity, the reality of Paradise, the organization and working of the central and superuniverses, the personalities of the grand universe, and the high destiny of evolutionary mortals, were sponsored, formulated, and put into English by a high commission consisting of twenty-four Orvonton administrators acting in accordance with a mandate issued by the Ancients of Days of Uversa directing that we should do this on Urantia, 606 of Satania, in Norlatiadek of Nebadon, in the year A.D. 1934." (31:10.22)
Part II "This paper on Universal Unity is the twenty-fifth of a series of presentations by various authors, having been sponsored as a group by a commission of Nebadon personalities numbering twelve and acting under the direction of Mantutia Melchizedek. We indited these narratives and put them in the English language, by a technique authorized by our superiors, in the year 1934 of Urantia time." (56:10.23)
Part III "This paper, depicting the seven bestowals of Christ Michael, is the sixty-third of a series of presentations, sponsored by numerous personalities, narrating the history of Urantia down to the time of Michael’s appearance on earth in the likeness of mortal flesh. These papers were authorized by a Nebadon commission of twelve acting under the direction of Mantutia Melchizedek. We indited these narratives and put them in the English language, by a technique authorized by our superiors, in the year A.D. 1935 of Urantia time." (119:8.9)
Part IV "This group of papers was sponsored by a commission of twelve Urantia midwayers acting under the supervision of a Melchizedek revelatory director. The basis of this narrative was supplied by a secondary midwayer who was onetime assigned to the superhuman watchcare of the Apostle Andrew."
Probable authorization path for UB Part IV ...
"The Bright and Morning Star is the personalization of the first concept of identity and ideal of personality conceived by the Creator Son and the local universe manifestation of the Infinite Spirit." (33:4.1)
"Gabriel is the chief officer of execution for superuniverse mandates relating to nonpersonal affairs in the local universe. Most matters pertaining to mass judgment and dispensational resurrections, adjudicated by the Ancients of Days, are also delegated to Gabriel and his staff for execution. Gabriel is thus the combined chief executive of both the super- and the local universe rulers." (33:4.6)
"ASSIGNED by Gabriel to supervise the restatement of the life of Michael when on Urantia and in the likeness of mortal flesh, I, the Melchizedek director of the revelatory commission intrusted with this task, am authorized to present this narrative of certain events which immediately preceded the Creator Son’s arrival on Urantia to embark upon the terminal phase of his universe bestowal experience." (120:0.1)
Best guess: Parts I-III were mandated by authority greater than the Local Universe (Ancients of Days of Uversa), but a mandate probably reflecting the desires of that Creator Son. That Gabriel, Michael's Chief Executive, then assigned the task of restating the life of Michael suggests Part IV was intended to complete the collection of Papers to be known as "the fifth epochal revelation".
Thus, Parts I-III had a fixed-date (year) beginning delivery with Part IV then scheduled to complete the delivery. Interestingly, the 1934/35 dates were probably just communication to the revelatory team (including humans) that it was time to start birthing (formally receiving) the Papers of the revelation. These dates, if announced earlier on high, would have directed the authors/sponsors to begin preparing for that delivery. And this suggests that much of the human source material used was collected/edited before 1934/35 in order to be included in the delivery.
Why the Ancients of Days? ...
Why would the Ancients of Days be involved in epochal revelation to Urantia
... and with year specificity? Here's a clue:
"the tribunal of the Ancients of Days has not yet finished the adjudication of the affairs of the Lucifer rebellion." (46:8.1)
Apparently, the timing of delivery of the Urantia Papers also related to terminating events
(even instigating events) of the Lucifer Rebellion. Also, authority greater than the Local Universe
was required to permit (even mandate) participation of Superuniverse personalities.
Note: That 1111angels shared the message that the Luicifer Rebellion has been adjudicated
(and that the rebel leaders chose to exist not) is also relevant to the 1934/35 dates ...
since the Ancients of Days could anticipate the adjudication and had great concern
that the Rebellion be explained, that Michael's universe be stabilized, etc.

(UB, 62:1.1) Apparently, primates were still advancing in Africa when real humans migrated there.

These paragraphs clarify that creature mind receptivity to all 7 adjutant mind-spirits identifies human beings. While intelligence may be comparable between advanced primates and early humans, this mind level is the necessary qualifier of "human". Thus, primates may be sufficiently intelligent to control fire and craft tools, but not have complete mind-spirit receptivity.

I find it fascinating and found myself jumping into the middle of it first with the scientific article written on the use of fire...Anybody in the least interested in archelogy and origin of life will find this a great read. Already had begun the first steps of changing the gospel of the kingdom — sonship with God and brotherhood with man — into the proclamation of the resurrection of Jesus. Nathaniel opposed this shift in the burden of their public message, but he could not withstand Peter’s eloquence, neither could he overcome the enthusiasm of the disciples, especially the women believers." The last sentence of this paragraph hints that Nathaniel did indeed preach the real gospel,
despite the later Christian church preferring the resurrection message:

His brethren never knew what became of their onetime philosopher, poet, and humorist.
