With a population of only one million, a death rate of even 1 percent

Until then, maybe only communities willing to pay for police protection should have it. Incidentally,
private security companies seem to be filling this role when less public protection is the norm.

citizens, store owners, and their staff) might provide rapid resolution
when counterfeit currency is passed, for aggravated robbery,
and for drug-induced assault. :o

:roll: But this inspires recollection of the Wild West, portrayed in old movies
(and probably why this societal self-control is no longer encouraged). ;)

:idea: Obviously, these nationwide protests include people who want more "protest" than peaceful resistance!
But police are usually trained to respond with determined force, hinting that these less-than-peaceful protests
require different training (to minimize rioting and looting, costs passed on to the protesting community). ;)

Again, the media only show the moments of police response to the agitation that arouses them. :(
