"Gov. Wolf orders all nonessential businesses in the state to shut down: ‘I would like people to stay home 24 hours a day’"
"Essential (will stay open):
- Supermarkets and grocery stores
- Big box stores
- Pharmacies
- Discount stores, mini-markets, and non-specialized food stores
- Daycare centers
- Hardware stores
- Gas stations
- Banks
- Post Offices
- Laundromats and dry cleaners
- Veterinary clinics for domestic pets and pet stores

Such extreme lockdown may not be for a long period of time ... considering all other businesses (plumbing, electrical, carpentry, painting, sales of many products/services, etc.). It might be easier to identify "non-essential" (or "not permitted") as any business requiring large-group presence (especially customers) having close contact with each other.

The subtlety of such a mandate is that businesses are forced
to find creative ways to avoid "large-group having close contact".
