:idea: Buying the next week's home supplies is almost never considered "hoarding".
Buying 2-3 weeks' supplies can be considered economizing (especially when buying sale items).
Buying a month's supplies is "practical" when living a long distance from the stores. ;)

:scratch: Perhaps, hoarding is like "trash" ("one man's trash is another man's treasure"),
that is, hoarding is defined in many ways! And suppliers of store items are pleased
to sell more and more product! :roll

:o Ultimately, shouted "hoarding" occurs only when supplies are limited -
not when people buy more than they need for a reasonable period.
What's a "reasonable period? "One man's trash ..." apparently. :roll:

:lol: Hoarding of items needing discarding is a different perspective
... and might be considered helpful to overflowing city landfills :!:
And a company's paying minimal wages to employees can be considered
hoarding of cash to better their investors' profits. ;)

:idea: Apparently, "rumors" and "manipulate the public" are key terms,
since "fear mongering" requires the information to be "rumor" (not fact)
and the mongerer must intend to "manipulate the public". ;)

How do most people know what is "fact" in reported news :?:
How are they manipulating the public :?: and for what purpose :?:
