Perhaps, an object placed in a location usually acceptable is forgotten easier (since

... probably because it needed to go into a box (with a door) in the kitchen.

but that's not stopping her from supporting the proposal."
With continuing controversy about a minimum wage, especially where local business
is financially stressed to pay this, another pay option might be justified:
Require a business to maintain $15 an hour average pay, but make pay proportional
to quality/quantity of work performed (i.e., how to keep a business profitable
... since some people actually do the work of two!).
