A human, well attuned to guidance "from above", will paint the better picture since a computer has not access to such guidance.
Nevertheless, AI, as art tool (e.g., paint, brushes, paper, etc.) is promising! but is electronic manipulation of artistic expression.
However, an electric paint brush is in the gray area (depending on color selected)

Negative aspect of AI art. Not prevented in human art, but easier to create and share with the world.
"Have AI art? Have it to yourself!" could become a slogan for some AI genre once "guardrails" are removed.
Unlike human art where you know what you're going to create, text input to AI image generators might cause
surprisingly undesirable (or not) images. Who can tell? Let children try these sans guardrails generators
to discover what parental supervision might be needed.
The real skill in creating this AI art is creating text that causes desired (or not) images.
