Hi Laura,I looked it up,its orange rust...I am hoping it doesn't effect people,but didn;t see anything along that while reading.

Orange rust is a type of plant fungus.

Any idea what it is,when shrubs are turning orange? Have to cut alot of shrubs down,we see it spreading along the woods area....
